Confederate prisoners of war were always permitted a furlough of sixty days following exchange. It didn't matter where the exchange took place, so release of POWs at City Point had no bearing on subsequent assignment of western regiments captured at Arkansas Post. General Cooper made these assignments. Lee could and did request troops for his army, but the final decision belonged to the A&IGO.
