Harold B. Simpson, who was highly regarded as an authority on Texas Troops, in his book "Hood's Texas Brigade, Lee's Grenadier Guards" goes into quite a bit of details on this subject.

Nothing official mind you, but footnotes, letters and other period sources about the attitude of Hood's Texas Troops themselves not wanting them, because it was felt that they would dilute the fighting reputation that the Texas brigade had earned on the battlefield, becuase they had surrendered and it was feared that they would do it again, if they were formed with Hood's Brigade and constituted a Texas Division. Nor did they want any conscripts but only volunteers. Someone that by 1863 was almost non existant.
