You are right about that. He was the proverbial scapegoat. They couldn't hang Lee, couldn't hang Davis so they got the next best thing. Probably thought it was Davis in effigy in their minds. Wirtz was placed in an impossible position. There was nothing he could do but they still wanted some real flesh as retribution.
