Yes, the scope of the specific General Order #24 and, therefore, that particular Board, was "certain wealthy Southern Sympathizers" in St. Louis. But, since the proposition that Halleck was making [actually, I believe, somewhat anticipated by a similar order in Northwestern Missouri by General Polk] -- that since there were neither state nor federal appropriations to cover the costs of responding to Price's successful 'incursions', the burden of financing the war effort should be born by those who 'invited those incursions' -- I would be happy to have any helpful suggestions for research anywhere [presumably in the other 'order states'] that similar orders were given or policies carried out attempting to extract a financial penalty from persons of whom 'direct aiding and abetting' of the secessionists could presumably not have been proven by any facts at hand. Indeed, I suspect that if I really knew how to pursue this topic, I would find that definitive paperwork from the Secy' of War, the Adjutant General's Office and/or President Lincoln, himself, had to have been issued to confirm a policy/practice outside of any known civil laws governing such an appropriation of private property by the Government.
