Since Nashville was occupied by Union troops and East TN was Unionist, he might have thought he could take the Oath and skip the usual requirement of staying North of the Ohio River....where he may have belonged for giving up his Confederate citizenship. On the otherhand, like many others, he might not have believed the "Oath" was legitimate.
