Medal of Honor

The text regarding the Medal of Honor is extracted from a card contained in the CSR for Lt. Harris. I was under the impression that medals were authorized by the Confederate government, but no medals were issued because of lack of funds. Is anyone aware where the G.O. referred to below might be accessed?

I have spent at least four days on this relative's Confederate service. It appears that he was a member of the Immortal 600 based upon the cards in his file that were produced while he was a POW.

The transcription of his file covers about five typewritten pages. If anyone would like to receive a copy as an attachment, please email me at eggs1234@att.net and I will send it to you as an attachment.
There are several cards that would help establish locations of the 12th Ga. Infantry Regiment during the war. I feel it it just to long to post on a web site.
