I don't know where I came up with the 10th amend. I think I was thinking about the post I had just read and since we can't refer back to the post on this page I was rambling-----again. Sorry. Now, if ever there were another Taxation Without Representation moment, we're seeing it and since the Revolutionary War, I was trying to find what has changed to keep states from just saying "NO" to federal mandates. The Bill of Rights is very clear to most of us, but it seems to be very cloudy to others in an area next to Virginia. It took a lot of time, money and more important, lives, to give us these rights. They were not upheld though many a learned person believed they should be in the 1860's. Sooo, I'll withdraw my question til I can figure out how to reword it the right way. You known me, I'm tilting at imaginary windmills again. :)
