In the history of the United States individual states have in the past simply ignored unjust or unfavorable laws. Many times exhausting the Federal Government enough causing them to reverse their rules or making it impossible to enforce. The extreme is when the states (the people) are fed up enough to change the Constitution, and this has occured as recently as the 1933 when the STATES (not Congress) repealed the 18th amendment.
