Semantical error on my part. By "Congress", I meant the House of Representatives. We do interchangeably refer to our Representitives as Congressmen. Not so in the Senate. Their terms being six years, one third come up for election every two years, so we could make a start, and swap 'em all in six years.

Referring to your earlier post, statesmanship is today a rare commodity. The original Constitutional Convention was to CREATE the document, not alter it, the Articles of Confederation having proved inadequate. If we had another chaired by George Washington, and attended by Madison, Morris, Franklin, etal., I would not be concerned, even with T. Jefferson in France. But now; who you gonna call? Stan
