Stan, I think the Reconstruction government was pre-occupied with the Freedman's Bureau and seating Republican judges, corrupted police and a crime wave. As for the Indians, there was a fundamental difference regarding policy. The Republicans wanted to send the Commanches and Kiowas to reservations and the Texans wanted to parole them all to hell. Sounds kind of harsh, but there was a lot of savagery, a lot of brutal history and bad blood.

The Indians attacks were actually brought under control during Reconstruction. In 1874, the Red River War was the last stand for the Comanches.
Ever since, carpet baggers and illegal aliens have been the primary threat. It has been pretty rough going, but we are proud of our heritage and plan to hang on for awhile longer.
