The US Enrollment Act allowed men who could pay $300 to avoid the draft. According to the O.R. the total amount paid and turned over by each state amounted to $26,366,316.78 Pennsylvania, New York, Ohio, Massachusetts, and Wisconsin being the highest payers respectfully. That's almost 88,000 men.
