I should specify that Moultrie was not a good deffensive position. Sumters walls created more protection. Anderson knew that an attack was coming and wanted to protect his men whilst waiting for instructions from DC. Beuragard wanted to make a name for himself and thought his battries should be tested against an unwilling foe. Lincoln put the "peace" ball in Davis' court and davis failed miserably.
