So, the Federal government was paying the slave owners for the service of their slaves then giving the slaves their freedom but at the time they entered said service, there was no specified expiration date? And they handed out a bonus too? Soooo, who got paid when Sherman stomped through and led the slaves away from their homes?
Gotta go back and reread and rethink? This is one of those 'watergate' moments. Bet some historians hoped this would never see daylight. This is the same Federal Government that thinks it can run healthcare when it can't run a post office? Ohhhh, MY!!!
