Would there be a need for States to exercise the States Rights 10th amendment provisions of the Constitution, If the Federal Government limited their exercise of powers to the duties specified for that body under the Constitution?

In my opinion whenever the States have felt it necessary to exercise that Amendment the Federal Government has failed in its function in some manner. Either it has over indulged in it powers or failed to do its duties, or both. But the 10th Amendment was put in the Bill of Rights for just that eventuality.
