Or massing the Confederate military and government as far south as possible and stealing all of the wealth in Dixie. Then slamming the door on the border and refusing to have any relationship with "us" ever again. I bet Lincoln could have gotten a border wall built in no time. As soon as all the Confederate resistance was on the southern side. ;-)
