I don't see a direct link to the old Articles of the Confederation, but there should be none. Rule of law for the prior government was the Constitution as ratified in 1789, not the articles of Confederation.

If my earlier reading of the Confederate Constitution is correct, debts incurred by the old government were to be paid on a pro rata basis, with settlement of harbor revenue and postal duties anticipated.
