Interesting. Lincoln couldn't get his party or congress to go along with his compensation views so they created a device called the USCT and gave $100-$300 bounties to "loyal" slave owners to recoup some of the slave owners investment. After Lincoln was gone, some of his inner group continued this plan with a slave/enlistment compensation act to give out another $300 for each enlisted slave in Maryland and Delaware, collecting a pot of money amounting to nearly $13,000,000 to hand out to those states; but not Kentucky, Missouri, West Virginia or East Tennessee. I can see the political wheels turning on this issue....votes, votes, votes.
