The word "Provided" meaning--- on condition, on the assumption, with the understanding, with the proviso, contingent upon, as long as, if and only if, upon these terms. Break any of those "Provided"s and the deal is off. The state of New York had almost the exact same agreement with the United States, the State of New York retained concurrent jurisdiction over the land ceded to the U.S. Army.
