Chief, as you say, each acquisition of lands by the Federal Goverment would be negotiated as to terms. Even the use of Eminent Domain, if invoked, would have to be specific. There is nothing in the Constitution to deny conditions upon which they accepted ownership, such that there could be provisions for forfeiture if the terms were not met.
