Without 'official' records naming the person giving the order for sure it's not going to be easy to get a clear picure. Since this order,( issued by whomever) was in November. The South Carolina Militia came after and took over the Arsenal in December. Could it have been possible the movement of the material to Moultrie was to try to get it away from the arsenal and in a place that was considered 'safe' or safer? Those in the arsenal probably knew they were out numbered and really wouldn't have a choice if push came to shove and it looks like that's just the way it happened. With the Militia member count growing each day, it couldn't be a secret they were going to try something.
Then again, as we have seen in some of the other activity in the harbor, someone may have been following orders from an authority higher than those in the 'field' and we also know the 'authority' would let one in the field be the scapegoat.
