Maybe Mead and the others were war weary. Maybe they just didn't have the heart to get ugly against people they knew and respected. I don't know. Lincoln sure did pull the rabbit out of the hat with Grant and Sherman though. Seems like both of them had something to prove to themselves or others so they couldn't afford NOT to do the job.
