You're right. If the Fed wants to use its land for whatever it wishes, the state it sits in would have no real authority to stop it I guess. It's an interesting take on the old saying about "possession is 9/10ths". Either side would have a good argument but I'll bet the Fed takes the win on it. They usually do. They'd have to. It would be decided by a Federal Court.
