Matters were arguably worse when the Federals fained to control the Texas frontier, but the Commanches and Kiowas knew the frontier forts had smaller garrisons because of the War. The Texas governor was at odds with General Magruder over the need for C.S. troops on the frontier and as a result, Texas State Troops and hastily organized volunteers did a lot of that work. There was too much hatred and blood fueding for Texicans and Indians to quit killing each other for one year, any year.
