A question?

Right, Wrong or indifferent, IF Slavery was NOT a Constitutional issue given to the States in 1860, then why was it necessary to repeal Article 4, Section 2, paragraph 3, from the Constitution and pass the 13th Amendment in 1865?

Why Did the Dred Scott Supreme Court Ruling uphold the rights of the Slave Holder, if it were not a Constitutional Issue?

Why was the federal Fugitive Slaves Laws Passed, If it was not Constitutional right?

Why was it necessary for the Underground Railroad to run to Canada, if the laws did not effect the entire United States?

Was there ever an Amendment put forth prior to the War to repeal Article 4, Section 2, Paragraph 3? And if not, Why Not?

Given the results of the electorial vote for Lincoln in the 1860 election, the Southern States did not have enough votes in Congress to stop such a proposal if it had been the will of the northern states to abolish Slavery and amend the Constitution. Could it be that the support for such an amendment was not there in the Northern States?
