Parades/Veterans

I'm not sure if this would be considered off-topic but Some years ago I perchased a copy of the video "Echoes of the Blue and Gray" Vol. II. and on it there was a parade in some large city during the early 20th century where military veterans marched, from Union and Confederate vets. to Spanish American War vets participating in this parade,(I'm not sure what city this was or what occasion) but what made me curious about this particular parade was that American veterans of WW I marched by and behind them were German veterans of WWI in full uniform carrying the German flag and on the film people cheered them on as well. Was this allowed in other American towns and cities or was this exception??? I remember in some cities and in small towns war vets participated in 4th of July and Veterans Day parades, but many communities don't do this anymore and have not in many, many years.
