The Black Codes were a Northern institution. Illinois, Ohio, and three other states prohibited the immigration of free blacks prior to the War of Northern Aggression. It was a precursor to the Jim Crow Laws. Generally, yankees could not tolerate the notion of having black neighbors; thus the hypocrisy. Free the slaves, but force them to live in the South. The Fugitive Slave Law and the North's complicit role was the reason the Underground Railroad terminal was in Canada (good job abolitioninists).
