City newspapers (well, I guess they were all printed in cities and towns) printed a column on page two or three about petty issues such as Negroes wandering about without a pass, drunkeness or a prostitute fighting with a customer. It's a perfect venue for sarcastic wit.
Did you ever watch "Night Court"? Well, that's what this column in most towns was like.
Some of my favorite characters from that series, Bob and June Wheeler, who are not really from West Virginia.
