City newspapers (well, I guess they were all printed in cities and towns) printed a column on page two or three about petty issues such as Negroes wandering about without a pass, drunkeness or a prostitute fighting with a customer. It's a perfect venue for sarcastic wit.

Did you ever watch "Night Court"? Well, that's what this column in most towns was like.
