As I explain in detail below, this paragraph shows that the final bill passed by the Congress did NOT approve emancipation of slaves, but that Lee overcame it by ADDING to his oders to the army that donated slaves would have to be emancipated in writing by the owner before the army officers would receive them. None of that was in the final bill at all, it was Lee's way of getting around the bill.

What was the reason, then, that Davis and the CSA leadership so strongly resisted arming the slaves?
(A resistance I might add that just might have cost them their independence, since, as you noted in your previous post, they acted too late.)
