Notice that only after they do not meet the required amount of men that it becomes an impressment law. In other words it is primarily a volunteer act. Also, with black men integrated into the units, as they would here, seeing black men in the Confederate Army would not have stired that much notice. At morning roll, in the messes, camp maintenance, guard duty, etc. etc., there would have been black men present and performing military duties.
