At this time militia duty was a universal obligation, just like road duty and jury duty. A man didn't "join" the militia, he belonged by virtue of being a resident of a state and his age.

In addition to the statutory militia, some state militia laws allowed volunteer companies. A volunteer could be exempt from regular militia duties if he fulfilled the requirements set forth for volunteers.
