Rosecrans asked an immense, cheering audience, "to remember whenever we hear the voice of the government it is our duty to yield to it with prompt obedience
[cheers], to recognize its right to issue orders, and to presume it has good reason for what it does until we know to the contrary."
Note the positive response from this largely civilian audience. Rosecrans spoke in Cincinnati not long after the government removed him from command.
