I said the Union soldiers were following orders. The people in the North who were not in the military did not understand why states would wish to withdraw. He was speaking to them. The ones who, of course, were of Union sentiment.
I'm not sure what is difficult to uderstand. Had he been speaking in Atlanta or Vicksburg, wonder how they would have acted? He was in Cinncinati. Not quite the South.
