I made mention of North Carolina and Georgia to remind folks of the conflicts over troops between the Confederate government and the governors of those states. Governor Vance was within his rights to express his opinion, but of course he had no control over Confederate troop assignments. What he wanted to do and what he could do were two diffeent things.
