Actually, the language is somewhat redundant, since the Necessary and Proper clause gives Congress pretty much gives that ability anyway. As for the notion that this somehow started with Lincoln, the Necessary & Proper clause has been interpreted broadly since at least "McCulloch v. Maryland" in 1819.
