"The Congress shall have Power - To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof."
Translated...Congress has the power to make all laws for the previous powers mentioned (the specific seventeen powers mentioned in Section 8) and all others granted (vested) by the Constitution; the law has to be in the Constitution giving Congress the right of power over it.
With every new power given to Congress to legislate by Constitutional amendment the more rights and power the people loose.
