The Fort Moultrie garrision, taking the actions they did and moving men and material into Fort Sumter, was a threat to Charleston, its Harbor and South Carolina. How much of a threat is limited but still a threat. Their occupation of Fort Sumter had no military function other than to exert a presence of power. The original function and motive of the garrison ended when South Carolina seceded. South Carolina's concern was not the Fort or Forts but who occupied them.
