On this date 150 years ago, The Peace Conference dragged on, attending to each detail with discussion and debate. Many Federal military officers, such as Raphael Semmes of the navy, were resigning their posts to become part of Southern military and naval forces.

Again, Lincoln made a cryptic observation, this time at Pittsburgh, Pennsylvania, that "there is really no crisis except an artificial one!" Similiar comments accompanied his address earlier to a crowd in Cleveland, Ohio.
