Edward, there is no law or regulation requiring that an MOH recipient (NOT Winner) be saluted when wearing the Medal, but it is a long held tradition, apparently stemming from parades, when MOH holders often stood next to officers receiving salutes from passing troops, and returned them with the officer. When I was in boot camp in 1956, we were advised to salute them, as doing it to the Medal, so it goes back more than 50 years, at least.
