OK, now I'm confused. What is the historical significance of February 22, 1862 on the Confederate Seal?

I thought that Feb. 22nd, 1862 was the date of the adoption of the "provisional" Confederatte Constitution as being the "permanant" Constitution of the Confederate States of America, and thereby formally became the official Confederate States of America.

I thought that March 11th, 1861 was the date that the seceeding Southern States approved the "Provisional" Constitution and became the 'provisional Confederate States of America'.

I know that for all practical intents and purposes the "Provisional" Confederate States and Constitution were the same as the "Permanent" Confederate States and Constitutions, but for some reason February 22nd, 1862 was important enought to be placed on the Confederate States Seal as the "founding" of the Confederate States of America, the same as September 17th 1787 was for the United States and its Constitution.
