Found an article in the Charleston Mercury dated April 6, 1861, showing an image of the new Revenue Flag, which was adopted on April 3, 1861 in Montgomery, Ala., designed by a Dr. H. D. Capers. The paper editor did not like it, said "it resembles the French tricolor too much to please my fancy"
