Humphrey's was the acting CO too. I don't know when they were sent but it was before Lincoln took office. If the Arsenals were state owned or operated, why were there US troops sent to them in the first place? I may be way off but it was my understanding that the State had the arsenal but the Fed furnished it. More in the beginning for convenience than any other reason and it makes sense to have them in areas that are more readily accessible to the state militia's if needed.
