The arsenal was that states quota of arms- under the militia clauses of the Constitution the Federal Government supported the state militias. These arsenals were administered by the Feds but they were for state use. The argument that Federal troops could be issued from these was not proper, since the federal troops were maintained from different monies and were allocated arms from army/navy depots.
