on this date 150 years ago, Lincoln issued a public proclamation calling for 75,000 militia to still the insurrection in South Carolina, eliciting an instant supportive response from Northern states. Border states such as Kentucky, Maryland, Missouri, North Carolina and Virginia were areas of discontent and uncertainty. Kentucky and North Carolina ultimately refused to respond to Lincoln's appeal while the New York legislature committed three million dollars to aid the Northern cause.
