I think you should report him to whomever would be most appropriate. It's the right thing to do. That said... don't expect anything to come of your having reported it. People rise to or are given these positions by people just like him. Sorry, I'm becoming more and more cynical in my old age.

Southern folk, those of us descended from the old Confederacy, do descend from a defeated and subjugated people. The lies and distortions continue and grow worse with the passage of time. People like this extraordinarily unethical "Dr. ???" will see to it.
