It would seem that General Simon gives a pretty detailed report of the concerns that were precieved as being threats to the sovergn independence of the State of South Carolina created by Anderson's occupation of Fort Sumter.

It is no wonder that these reports did not get into the "Official Records". They might have caused some historians to reevaluate whether or not the occupation of Fort Sumter was totally a defensive action on the part of Major Anderson. Or whether there was another motive based upon the hope for quick reinforcement of the Fort Sumter garrison. That brings into question as to the exact nature of the cargo of the "Star of the West" and the January 9th, 1861 incident.

I am not aware of any such evaluation of the orders under which the "Star of the West" may have sailed under. Certainly it would have sailed after the occupation of Fort Sumter.
