How do you read that statement?
It sound like Winfield Scott was the instigator of Anderson occupation of Fort Sumter, and for Anderson holding that fortification even against the wishes of the President of the United States.
Remember it was Winfield Scott that adminstered the re-enforcement of Fort Moultrie in the 1832 South Carolina Nullification Crisis under President Andrew Jackson. I think that Winfield Scott was a conspirator to start a War should South Carolina carry throught on it threat to Seceed should Abraham Lincoln have been elected.
