Heres a twist to that thought...

The representatives of the State of South Carolina believed a state of war existed between the Federal Government and that STATE and it started when Major Anderson destroyed Fort Moultrie and move to Fort Sumter. Allowing S. C. into the Confederate union the Confederacy took on South Carolina's war with the Feds, then in armistance. The same should also go for Florida, since in effect, it too was at war with the Feds prior to joining the Confederate union taking control of the Navy Yard and taking POWs; also in a state of armistance when accepted into the Confederate union.
