Hell, Anderson was already in South Carolina. Why didn't Lincoln order him to recruit volunteers while he was already occupying land Lincoln that called the United States. If the so-called Rebellion was a consideration, he could have sent Anderson next door to North Carolina and crow about his stand off with Bureaugard and the Confederate Army.
