Ummm, that sounds like it is a sign that states who were leaving were given a higher status than was shown in the official paperwork. Sooo, if a state was neutral, it wasn't "All In" the union? Wouldn't that be more a signal to the fed in charge that they may be whitewashing the loyalty or body count for the Union? I think we can see similar circumstances in the middle east today that give us an idea how iffy tossing federal assistance into that mix can be.
