I agree with you, Edward. That was part of my point. Lincoln did not want other slave states to secede. He could not clamp down on them as easily as he did Maryland, in his "back yard." Once troops were in the field in sufficient numbers, he did clamp down, despite Kentucky at one time having competing governments. Stan
